Set oven to 400°. Spray 9 x 13 inch pan. Bring water and butter to a boil, add flour and mix. Cool slightly. Add eggs one at a time, stirring well after each addition. Spread in pan. Bake 30 minutes. Cool.
Filling:
Mix milk, cream cheese and pudding until smooth. Pour into crust. Top with Cool Whip. Drizzle chocolate syrup over Cool Whip just before serving.
