Soft Sugar Cookies with Butter Frosting Recipe

Stir together flour, cream of tartar, soda and salt and set aside. Beat margarine for 30 seconds. Add sugar and beat until fluffy. Beat in eggs, milk and vanilla. Add dry ingredients. Drop by tsp. onto ungreased cookie sheets. Bake 375° 9 -11 minutes. Cool and frost.
