In a large bowl, combine flour, baking powder, salt, nutmeg and 1/4 tsp. cinnamon. In a separate bowl, combine oil, 3/4 C. sugar, egg and milk. Add oil mixture to dry ingredients and mix well. Grease standard muffin tin. Spoon batter into prepared muffin tin. Bake for 20 to 25 minutes. In a small bowl, combine remaining 3/4 C. sugar and remaining 1 tsp. cinnamon. Remove muffins from oven and let cool. Once muffins have cooled, dip tops into the melted butter and then into the sugar and cinnamon mixture. Let cool completely before serving.
