Preheat oven to 425°. Line baking sheet with parchment. Place milk, water, salt, sugar and butter in saucepan. Bring to boil. Remove from heat and add all flour. Beat dough by hand. Put pan back on heat and continue to beat dough until it comes away from the side of the pan. Transfer dough to mixing bowl. Allow to cool.
Beat in eggs, one at a time. Add eggs until mixture is shiny, but firm. Put dough into pastry bag and pipe onto sheet pan, in desired shape. Bake at 425° for 10 minutes.
Reduce temperature to 375° and bake another 10 minutes.
Continue gradually reducing oven temperature until oven reaches 200° and until shapes are brown and dry. Cool completely and fill as desired.
