2. Spray an 8 x 8 pan (10 servings) or a 9x13 pan, if doubled (20 servings), with non-stick cooking spray.
3. Heat water, butter, garlic salt, and onion salt to a boil. Remove from heat. 4. Add cream cheese, milk, and sour cream; stirring until cream cheese is dissolved.
5. Stir in potato flakes and mix well. Spread into pan.
6. Sprinkle with paprika and bake 1 hour. If desired top with bacon and parsley.
