Cream butter and sugars together until light. Add vanilla and eggs. Beat until fluffy.
Combine flour, oats, salt, baking powder and baking soda in a seperate bowl. Add 1 cup dry ingredients to the butter mixture. Blend in milk and remaining dry ingredients. Fold in raisins. Chill for 1 hour in refrigerator.
Prepare cookie sheet by lining cookie sheet with a sil-pat silicone liner. Drop dough onto prepared sheet by teaspoons. Bake 10 minutes or until lightly brown.
Remove from sheet and cool on a rack.
