Cook macaroni according to package directions; drain. Rinse in cold water.
In a large bowl, combine pasta, vegetables, cucumber and onion.
For the dressing, mix together, water, vinegar, sugar, pepper, salt, dill weed, garlic powder and parsley flakes. Beat all ingredients together.
Pour dressing over vegetables. Cover and refrigerate.
**NOTE: This salad will keep for 2 weeks.
