and allow to cool. Cut potatoes into cubes.
In a small bowl, whisk the oil, lemon juice, and lemon peel.
Add the green pepper, onion, cilantro, and basil. Whisk together and pour dressing over potatoes.
Add salt and pepper to taste.
Let stand in refrigerator for at least an hour to allow potatoes to absorb the flavors.
