Melt butter, add milk and 2 tbl. dry taco seasoning mix. Remove from heat and stir in potato flakes. Press mixture over bottom and up the sides of an ungreased 10 inch pie plate.
In skillet, cook beef and onion until beef is browned and onion is tender. Drain off excess fat. Stir in beans, barbecue sauce, water and remaining taco seasoning mix. Cook and stir until bubbly.
Turn into prepared crust. Bake at 350° for 30 to 35 minutes. Top with cheese, lettuce and tomato.
