Sift first six ingredients together (flour through salt). Add next five ingredients (oil through vanilla); mix until moistened. Beat with electric mixer for about 2 minutes on medium speed. Grease and flour 9x9x2" pan. Pour in batter and bake at 350° for 35 minutes.
CREAM CHEESE FROSTING: Beat cream cheese, butter and vanilla until fluffy. Gradually add 2 cups powdered sugar until fluffy. Spread on cooled cake.
