Mix dry ingredients together. Make a hole in the center; add oil and water. Beat well. Add eggs, milk and vanilla. Beat well. Pour into a greased and floured sheet pan. Bake at 350 until done (about 20 minutes).
While cake bakes: Make icing.
Mix sugar and cocoa powder; add milk a little at a time mixing well to make a smooth blend. Stir in cut up butter and cook over low heat until sugar dissolves. Turn up heat and bring to a boil: boil 1-1/2 minutes and remove from heat; do not stir while boiling. With a knife, poke holes all over the cake. Pour Icing onto the cake,(still in the pan) letting the icing drain into the holes in the cake. Mmmm Mmmm good!
