Bake cake according to pkg. Cool 5-10 minutes. Poke hols in cake every 1/2 -1inch. Let cool another 20 minutes. Drizzle the milk and carmel topping into holes. Cover cake with cool whip and sprinkle with heath bars. Keep refrigerated.
