Cream together sugar, oleo and eggs. Then add flour, chocolate syrup and nuts. Bake at 350° for 25-30 minutes.
For frosting, mix all ingredients except the chocolate chips together in saucepan and boil 1 minute. Then add chocolate chips and stir until smooth. Spread on brownies.
