- Cream together the margarine and brown sugar.
- Add the eggs, vanilla, flour, baking soda, salt, and oatmeal; mix well.
- Reserve 1 1/2 cups of the mixture to use as a topping; then press the remainder into a jelly roll pan.
FROSTING LAYER
- Melt the chocolate chips and blend with the milk, margarine, and vanilla.
- Spread the frosting over the mixture in the pan.
TOPPING LAYER
- Crumble the reserved crust mixture over the top of the frosting layer.
- Bake at 350ºF for 20 minutes. Cool and slice into bars.
