Sift all dry ingredients together. Blend in butter. In a separate bowl mix eggs, milk and anise extract. Add to flour mixture. Mix. Drop by large teaspoonfuls onto cookie sheets. At 375 degrees bake for 8 to 10 minutes. Let cookies remain on cookie sheets.
While warm, Icing with a thin icing of confectioners' sugar, water and vanilla. Sprinkle with colored sprinkles. Remove from cookie sheets and cool.
