Mix sugar, oil and eggs until fluffy. Add pumpkin and combined dry ingredients and mix. Pour into 17 1/2 x 11 1/2 inch pan. Bake at 350° for 25 minutes. Cool.
To make icing, beat cream cheese, butter and vanilla. Add powdered sugar and beat until smooth. If desired, you may add milk. Spread icing on bars.
