In large bowl combine whole wheat flour, sugar, butter and water. Let stand until cool, approximately 5 minutes.
Stir in remaining ingredients, using enough flour to make dough easy to handle. Turn dough onto lightly floured surface; knead until thoroughly mixed, approximately another 5 minutes.
Divide dough into 24 pieces; roll each circle into about 4" circles. Prick tops with fork. Place on ungreased cookie sheet and bake in 400° oven for 10-12 minutes until lightly browned.
