Preheat oven to 350° F. Coat a 9" glass pie plate with cooking spray.
In a medium bowl, combine the flour, pudding mix, milk, egg, baking powder and salt and stir until blended. Pour into the prepared pie plate and arrange the peaches on top.
In a small bowl combine the cream cheese, sugar, Splenda and milk; stir until thoroughly combined.
Pour over the peaches, and sprinkle with the cinnamon. Bake for 35 minutes, or until set.
Serve warm or cold.
