Mix cream cheese, sour cream, cheese, chiles, onion and garlic salt together until they have the consistency of paste. If needed, you can add more shredded or cream cheese to achieve desired consistency.
Put in refrigerator for at least a half hour to firm up mixture.
Spread mixture on tortillas and roll up. The mixture should make 8-10 large tortillas.
Store the roll-ups in an air-tight container in the refrigerator until ready to serve.
Before serving, cut the tortillas into 1" slices and serve with salsa.
