In a large bowl, mix salt, flour, and water together. On a floured surface, roll dough out about 1/4- inch thick with a rolling pin. Sprinkle a little flour on the rolling pin. Cut dough with cookie cutters or create your own shapes. Dip cutters in a little flour before cutting. When finished place dough on cookie sheets. Bake the ornaments at 325° for 30 minutes. Cool and decorate with paint. If you want to be able to hang the shape, use a round wooden toothpick to make a hole near the top of the shape before baking. Unused dough can be stored in a plastic bag or covered container in the refrigerator.
