Brown hamburger and then add onion, cumin, chili power, pepper, garlic, salt, and water. Let simmer. Grease 13" x 9" pan. Mix the enchilada sauce and taco sauce together.
Layer the ingredients in this order:
1/2 C. taco/enchilada sauces, 6 tortillas
1/2 C. taco/enchilada sauces, 1/2 lb. of cheese, all of beef mixture
1 C. sour cream, 1/2 lb. of cheese, 6 tortillas
1 C. taco/enchilada sauces
Bake, covered, at 375° for 40 minutes. Uncover and bake an additional 5 minutes. If made ahead of time, bake an additional 10 minutes. Let stand for 15 minutes.
