Preheat the oven to 350 degrees F. Spread the cream cheese in a small flat baking dish or pie pan. Spread the chili on the top. Sprinkle with the Cheddar cheese. Bake for 15 minutes or until bubbly. Let it sit for 5 minutes until serving with fat-free torilla chips.
