Drain liquid from the first five ingredients. In a large bowl mix all together with the celery, onions and green peppers.
Mix all the ingredients together for the marinade sauce in a pot. Bring to a boil. Remove from heat; pour over vegetable mixture. Mix well and refrigerate overnight.
